Evaluation Index System of Innovative City and Developmental Objectives of Dalian
Our country has put forward a plan to enhance our capability for independent innovation and a strategic plan for building an innovation-oriented country in programming medium and long-term national science and technology development plan and the 11th Five-Year Plan. The rise of innovative cities at home and abroad show that building an innovation-oriented city is the infrastructure and needs to build an innovation-oriented country. Building an innovative city will greatly help to solve the problems of our current high spending, high energy consumption, high pollution and high soil consumption, high water consumption. Shanghai is the typical representative of integrated innovative city in China. On the basis of Shanghais data, according to international comparability, continuity and reliability of data as well as the key factor of innovative city development, establish the Evaluation Index System of Innovative City. This index system includes some first-degree indexes, such as the ability of independent innovation, innovation support ability; economy, resource and environment effect of innovation and so on. There are also 14 second-degree indexes, such as the expenditure of R&D/regional GDP, the number of patents per 10 thousand registered people, the number of thesis per 10 thousand registered people, the proportion of enterprise science and technology investment in social science and technology investment, degree of independent innovation, average educated year of employer, the number of Internet per 10 thousand registered people, trade amount of technology market /regional GDP, venture investment /regional GDP, high-tech production value/ regional GDP, export amount of high-tech product/ export amount of all product, labor productivity, regional GDP/consumption of energy sources and the expenditure of environmental conservation/ regional GDP. Determine the weights of various indexes with the principal components analysis, and offer the standard value of all indexes. The calculated result of Shanghai indicated that the evaluation index of Innovative city of Shanghai rose from 33％ in 1994 to 89％ in 2004. Based on this, we can identify the developmental objectives to innovative city of Dalian, and the evaluation index of innovative city of Dalian will rise from 66％ in 2005 to 95％ in 2010, and 120％ in 2020.
