Types of Regional Innovation Systems and Innovation Policy in China
Innovation is the core of modern economic growth. Numerous countries in the world have started to promote the innovation as a major state strategy. And there have been a lot of studies on the regional innovation systems (RIS). But little comparative studies focus on regional innovation systems from different patterns of economic development in different regions. This paper is structured as follows. Firstly, we used the basic theories of regional innovation system to make a detailed comparison of eastern, central and western regions in China amongst the distribution of innovation resources, the model and strategy of innovation. Secondly, based on practices of innovation system in China we divided the regional innovation systems into three types: East (developed areas), central (medium-developed) and west (less developed) regions innovation systems. In addition, we analyzed the similarities and differences on the innovation network, the path of innovation and the innovation system among three regional innovation systems. Furthermore, we focused on how to improve innovation capabilities and transform the mode of economic growth and promote the coordinated development of economy, technology and society. Finally, we tried to put forward a few corresponding innovation policies to ensure the efficient operation of these three types of regional innovation systems in China.
