Public Service-oriented Government and the Construction of Innovation-based City in China
Chinese The Eleventh Plan For Five Years presents the strategy of implementing scientific development outlook completely, innovating development model and building innovation-based country. As a hinge of national scientific and technological innovation system, City has huge innovative resources and developmental vitality, and affects the tendency of the socio-economic prosperity in a areas. The construction of innovation-based city is the localization and concretization of innovation-based country construction, and also the major strategic choice toward the future for Chinese cities. Building innovation-based city is a difficult and complex systemic engineering which involves many fields of work. Effective market mechanisms and the rational role of government are the basic strength to promote city innovation. Innovation-based city needs public service-oriented government, and public service-oriented government can foster innovation-based urban construction. Conversely, the level of innovation-based city construction can test the situation of public service- oriented government construction. It is necessary for government to speed up the construction of public service- oriented government, foster innovative ideas, and reform government institutions, enhance the governments efficiency so that the change of governmental functions can serves the needs of building a new type of city.
