The Impact of the Restriction of Resource and Environment to the Resources-intensive Industrial Cluster Innovation System
Along with the economic and social development, resource-intensive industry will be faced with the resources and the environmental restraints which have become increasingly prominent. In order to ease pressure on resources and environment and realize sustainable economic and social development, technological innovation is believed to be most suitable choice as the primary way. Therefore, this paper discussed innovation mechanism originated from the constrained resource and environment in evolution procedure of resource-intensive industries. It is important to guide the sustainable development of our resource-intensive industry.Firstly, resources and environmental constraints would determine technology choice of the enterprise, and then the corresponding environmental economic policy would be modified. Secondly, the industrial innovation system could be significantly affected, such as key elements, structure and integrated model. Here described an empirical study of refractory industry in Gongyi City, Henan province. Based on the 50 years history data on Gongyi City refractory industry, statistical analysis and field surveys were conducted to explain the evolution pathway of innovation system. Also the related technology analysis and the optimization procedures of environmental economic policies were discussed. According to case studies and theoretical analysis, the innovation mechanism of resources-based industry as constructed. To promote the sustainable development of resource-intensive industry, the two-step strategy was suggested. Firstly it is important to improve the ability of technological innovation of resource-intensive industry, and then upgrading of industry could be conducted by the technological guideline.
