Public Engineering Project Financing Scheme Selecting Based on Risk Assessment

The article is to solve the financing risk problem in the public engineering project development, as well as how to settle the issue about quantifying project financing risk under the new financing system, constructing the corresponding assessment and financing scheme selecting mechanism etc. This article has designed a new public engineering project financing scheme selecting evaluation index system. Expert investigation, the method of Analytic Hierarchy Process (AHP) and the method of fuzzy comprehensive evaluation are used in method use to quantify influence factors in the financing process, to determine various index weight in the selected scheme, to combine experts remark set, and to select the financing scheme that gets highest evaluation synthesis scores. Then, financing is selected by this scheme. The paper has laid the theoretical foundation for government carrying out public financing smoothly. The evaluation index system and method has obtained very good proof in Zhuzhou navigation electricity hinge project financing scheme selection.
