Methodology and System Model for Multi-Level Mine Property Rights Administration Information System in China
In China it was being a long time that most traditional administration of mine property rights was working in manually processing procedure which has resulted in low standardization, lack of evidences in approval validation, difficulties in registration validation and lack of methods in administration supervision. To solve above problems, the development of effective Mine Property Rights Administration Information System (MIPRAIS) is necessary. MIPRAIS developed by Information Center of Ministry of Land and Resources of China was taken as an example to describe the system model and methodology. (1) Based on electronic government affair basic platform with integration of OA, MIS and CIS, the state-level administration information system was developed. (2) Development and application of distributed administration system for multi-level land and resources department, such as state level, provincial level and city level. The final multi-level MIPRAIS is a kind of system with the core of data management (spatial data and attribute data), combination with C/S and B/S mode and with the integration of multi information technologies. The aim is to improve the efficiency and ability of government to provide public information services.
