Creating Public Value through Strategy-Aligned Management in Hennepin County Minnesota USA
Local governments are entering into a period of profound transformation potentially and dramatically redefining their role, operations and relationships with other governmental entities and the publics they serve. If local governments go on providing services in the same way as in the past, focusing primarily on process and outputs, rather than on outcomes and performance, they will find themselves less-desirable as a place to attract competitive businesses and the human capital essential to running them (Lawson, 2006), particularly in this era of globalization.Local government must refocus its efforts on outcomes and engage the public, business and nongovernmental organizations in meaningful dialogue to develop shared outcomes and strategies to achieve and sustain these outcomes. When local government refocuses its efforts on outcomes and aligns organizational efforts to achieving these shared outcomes, developing effective partnerships and building capacity in the community, the cost of service-delivery would be greatly reduced and the quality of life will greatly increase. To be successful in todays global environment, public sector leaders and managers must be effective strategists in order to meet the needs of customers in a changing environment and improving public value through dialogue and strategic conversation among key actors (Bryson, 2004).This paper is a case-study describing the ongoing transformation of Hennepin County government into a strategy-focused organization focused on results and the customer, aligning its efforts to improve outcomes for customers, the direct beneficiary of services and contributing to the quality of life for the people of Hennepin County and the metropolitan region.
