Urbanization of Workers from Countryside: The Design of Development Strategies and Institutional Innovations for Underdeveloped Regions in China——Sichuan Province as an Example

摘要：

The institutional cause of the backwardness of the underdeveloped regions of China is the institutional differences between urban areas and rural areas. The nature of phenomenon of the workers from countryside is an effort by them to break and balance the gap between urban areas and rural areas. The extensity of the issue of workers from countryside demands the institutional innovations by the government. The innovations of institutions of land to urbanize workers from rural areas are the ultimate approach to strategic problem of the underdeveloped regions. Institutional innovations of urbanizing workers from countryside, with policies oriented to families from countryside with all members working in cities, are practically feasible.
