The Policy Modeling and Analysis on Underdeveloped Counties with Policy Efficiency of Poverty Alleviation
Since 1986, China has promoted the poverty alleviation plan on the counties, and it has also witnessed three planning stages, namely, the Development of the Poor, Anti-Poverty Scheme and Well-Off Society. China also has implemented many other plans and projects to alleviate poverty in a series of places and areas. In the book Within the Scope of the Global Poverty Reduction: In View of the Development of Learning and Innovation, edited by the World Bank, it is also believed that the governments could improve the efficiency of the projects by means of appropriately allocating resources, implementing system innovation, constantly studying and practicing, learning from international experiences, and encouraging more villages and families to be involved in the projects. The paper selects some underdeveloped counties (the part of Chinas state-designated counties or county-level city has been poor alleviated from the county-level poverty standard) basic data. By means of DBA, the input-output efficiency of their poverty alleviation policy is analyzed. Based on this analysis result, there are three representatives selected to help the underdeveloped counties take as references to alleviate poverty.
