Self-financed Public Institutions Managerial Strategies in Romania
In Romanian public sector it can be seen a tendency of governmental institutions and regulatory authorities to migrate to self-financing their activity by offering public services in exchange of fees that covers the costs. In this particular situation, the self-financed governmental institutions must adopt similar managerial strategies to private sector, but respecting a whole portfolio of regulations, restrictions and conditions imposed to all the public entities in order to assure the efficiency of the activity and the safety that the public services will respond to major public issues.The managerial strategies of governmental institutions not only have to respect all the legislation, but it must be viable on an open competitive market. Usually these markets are approached by many other powerful participants interested in offering similar services at comparable quality and price.The globalization represents a serious challenge because the limits of markets will disappear. The effect of globalization will be felt more acute because the offer of public institutions hints especially services that can be delivered, in many cases, to the beneficiaries without requiring the physical presence at the delivery unit. Another effect of the globalization process is related to the new markets that should be approached by the Romanian governmental institutions, especially by those that can offer high quality on-line services.Examples:(1) Public UniversitiesThe market of collegiate services in Romania has two major kinds of participants: public universities and private universities organized as non profit entities. In 2007 are expected to come some major European and North American universities. Public universities have an advantage represented by the long tradition, but the legal framework and bureaucracy limits the range of the services that can be offered,(2) Hospitals and Healthcare UnitsHealthcare units, especially those with beds, are governmental institutions that offer services mainly to the persons who have insurances in the public healthcare system. The quality of the services is in direct relation with the budgetary allocations. In the public sector the budgetary constrains and public procurement rules forced medical units to adopt survival management strategies that suppose salary payments, minimal medicine usage and rarely investments. In mis situation the offer is very modest, being represented by a small range of services (usually basic medical services), depriving the patients to solicit high quality and complex services.(3) Regulatory AuthoritiesIn order to assure the independence (including financially independence) of different regulatory authorities (like National Securities Commission, Energy Regulatory Authority or National Housing Agency), these have the privilege to collect some taxes or/and fees related to their sectors activity. These taxes and fees are used to cover the expenditures of the institution. The managerial strategies adopted by these institutions should be in consonance with the financial resources attributed by the legislator (not always based on realist facts and figures).Case StudyThe Academy of Economic Studies from Bucharest is the most prestigious economic university in Romania and one of the most important universities in the country, having over 90 years tradition.The strategies of Romanian public universities, such as the Academy of Economie Studies from Bucharest, were built in accordance with a methodological scenario. These strategies are based on set up and elaboration items. These strategies have also the main role to make activity more operational.ConclusionsThe public institutions have to create their own specific managerial policies in order to survive in an open market confronted with the challenge of globalization.The legislative constrains represent often a weak point,but at leat peast partly,it is compensated by a privileged position on the development of the Romanian economy and sociely.
