Research on Three Disobeying Appearance and its Control Measures in Cheng Jiao Mine
Safety production is an important policy for mine enterprise running. Safety management is also an important part to realize mines essential safe. The main reason of coal mine accidents is the Three Disobeying (leading with disobeying regulation, operating with disobeying regulation, disobeying labor principle). The reasons of Three Disobeying include: leader of enterprise attaches importance to production, but lacks of safety thoughts; employees are lacking in safety knowledge, safety skill, safety thoughts; safety regulation and system are imperfect, safety management team has no high quality for executing regulation; operate in habit without obeying regulation and etc. In this paper, statistic analysis is used for researching the Three Disobeying appearance in Cheng Jiao mine from July 2002 to December 2004. Based on the analysis, some methods used to decrease and prohibit the Three Disobeying appearance happen. The results approved that these methods is useful to mine enterprise management.
