Economics Analysis on Accident of Coal Mining and the Solutions
The cause that accidents of safety performance in the small colliery of our country taking place frequently lies in many aspects, but the main reasons are the three aspects. First, the small colliery ignored safety performance. The reason why the colliery ignores the safety performance is because after the accident happened in the colliery, the expectancy of direct loss that the accident caused to enterprise is smaller than the expectancy incomes of desperately produces while the colliery ignored safety. Second, the colliery doesnt pay attention to the input of the safely hardware and software, According to most present managerial systems of small colliery at our country, in the institutional factor ,the manager of colliery in charge of a short time or during the term of office, it exists in directors operation and management of the colliery enterprise, under such a main trend, a lot of small colliery managers must have psychology of the short-term acts, under the direction of this psychology , he does not pay attention or even ignores the input of the safety of colliery. Do not pay attention to of the safety of colliery, we can find rationally explanation in the production function and manufacturers balanced theory from economics safely. Third, The government and colliery colluded causes government to be very difficult to supervise and manage colliery strictly. Because of the above-mentioned analysis, we consider following thinking and solving idea to improve and rectify the situation of the small colliery accidents taking place frequently. First, we must strengthen the relevant costs that the small colliery ignores the safety, enforce the small colliery to pay attention to the safety. Second, the government establishes the system that the safety of small colliery input which can make the external variable costs changed into inner costs. Third, we must set up the fixed assessment measures to the safety performance of the colliery, make connect the assessments result with the granting of the colliery production license and the sending of colliery safety and venture management fund pay standard directly.
