The Establishment of OSHMS in Enterprises
This paper discusses the current situation and development trend of Occupational Safety and Health Management System (OSHMS) in enterprises. The key to establish Occupational Safety and Health Management System is that an enterprise needs to take into account the basic requirements of the national guidelines, in combination with the hazard and risk reality within its enterprise, so that a scientific management mechanism of self perfection and continual improvement can be established. Basic framework and main contents of guideline propositions on OSHMS and influence of developing occupational safety and health management system to occupational safety are studied. The five procedures of setting up OSHMS are discussed. The five procedures are: making up occupational safety and health policy, initial review, system planning, documentation and implementation and operation of the system. The general contents, main methods, experience and performances on implementation of OSHMS are also introduced. This paper provides useful guidance for implementation of OSHMS in enterprises.
