Safety Assessment Index System Based on Process Method at Enterprises

摘要：

The quality of safety evaluation is determined by the safety evaluation index system. The paper analyses the limitation of establishing methods through present application of safety evaluation system and thinks that safety assessment system should be based on modernistic safety management system. Reviewing the evolution of the concepts of Occupational Health and Safety Management System and Total Safety Management, they all applied process method of quality management. On the basis of this, the paper puts forward the model of safety management based on process method and the actual operation at enterprises. Analyzing the impact factors of safety assessment process and establishing the frame of safety assessment index system based on the four factors that are hazard identification, management process, safety education and emergency response.
