Study on the Culture of Safety and the Development of Shanghai
Shanghai belongs to a high definition development city. In the past years, Under leadership and support of the city government,, Shanghai Supervision Bureau of Safe Production has effected a lot of significant schemes, one of which was to construct the safety culture within the metropolis. As a result, the rate of accidents in the past years has been much reduced, which has actually made great contributions to safeguarding fundamental interests of people and protecting the state property as well. Having emphasized the achievements we have made so far, we should be quite clear in our mind that there is a long way to go before we are able to say that our work in the drafting of regulations in safe production can fully satisfy the demand of the growth of the city; moreover, the supervision forces for safe production and increasing growth of the economy are unfortunately mismatched, managerial expertise in safe production in enterprises is still fairly weak. What is most important of all is that the development of the culture of safety within the city proper falls much behind that of the development of society, which does not fully match with the current booming economic situation and the fast developing science and technology in the city. While explicating how safety culture comes into being, how it influences the development and social development on the whole, this paper will make a thorough analysis into the culture of safety from the perspectives of both overseas and Chinese scholars, conduct a case of comparison in this regard and finally propose some tentative suggestions on how to further facilitate the construction of safety culture in Shanghai.
