Study on the Mechanism of Emergency Developing into Disaster from SARS and Bird Flu
The Severe Acute Respiratory Syndrome(SARS) outbreaking in china in 2003 resulted in psychological scare and destroyed peoples lives, property, producing and daily life in a certain extent and scope. The emergency of Bird Flu (H5N1) which happened in 2004, however, was controlled within limits in a short period. And it did not influence us seriously because of the china governments leading and collective efforts. From the fact that Bird flu exterminated in a short period compared with Severe Acute Respiratory Syndrome lasted half a year, we know if we control the emergencies effectively, they wont all develop into disasters. The process of an emergency developing into a disaster is the process from quantitative change to qualitative change. This process shows the importance not only of the principle of the things evolution, but also of the management. So we should research the mechamism of emergency developing into disaster. The factors of the mechanism includes information, quality, staff and supply, management system, emergency characteristic, and so on. The study on the mechanism can not only prevent emergency from developing into disaster, but also make us control the emergency from widespread in a short period and protect peoples lives, property and stabilization of the society possibly as we can.
