The Study on Constructing Incident Command System of our Country

摘要：

With economical and social reform in China, incidents affecting public security frequently occur. It is very urgent and important that how the government manages this kind of emergency and constructs our incident management system especially the command system. This article, based on U.S and Hesperian incident management system, attempts to propose essential elements, organization structure, operating mechanism of the incident command system, and so on. The article mainly introduces the incident command system characteristic, principle as well as command staff, command structure, resources, and elaborates organization constitutes, responsibility system and operating mechanism of Operation section, Planning section, Logistic section and Finance/Administration Section under the command system. The purpose of the article is to put forward the beneficial proposal for our incident management system.
