Research on the Effect and Solution of Quality Guarantee System to Railway Engineering Maintenance Management
The Railway Engineering Quality Guarantee is a system that the construction company remedy the defects appearing in the railway project, and it will strongly affect the maintenance management works. The maintenance department may reduce normal servicing and maintenance in the case of whole-life Quality Guarantee, which will take some disadvantages to conveyance safety. Different management method of Quality Guarantee fee will bring important effect to the servicing works. If the take charge the test on completion and transfer the railway project to the transit company, it may cover quality defects for their own benefits; If construction management organization (the owner agent) hold the guarantee fee, it will depress the transit companys work efficiency. Therefore the writers suggest that we should consider the relation between the building cost and the maintenance cost, seek the minimum of the overall cost of the projects whole life period. We also should not simply seek the minimum of the maintenance cost or the guarantee cost individually. The effective solution is to shorten the Quality Guarantee time, encourage the transit company using the guarantee fee and join in the building mastermind、 construction and completion process ahead, in order to insure the whole-cost minimum.
