THE IMPACT OF LEGAL ENVIRONMENT ON INFORMATION SECURITY TRAINING MARKET

摘要：

The development of e-commerce and e-government is sustainable only if corresponding level of information security should be achieved. This needs not only advanced information security technology,but also proper training for persons using,operating,managing,and owning the information system. A healthy training market for information security enables e-commerce to grow healthily. Without a proper legal environment,however,the training market could not emerge. Mandatory training by law is a key factor for the training market to form. The importance of a proper legal environment is illustrated by comparing the United States with China.
