The Development of Foreign Agricultural Index Insurance and Its Enlightenment to China
Agricultural production has always been exposed to many risks.As a risk management tool,agricultural index insurance is of significance in diversifying agricultural production risks and stabilizing the peasants” income.Index insurance was introduced by Chakravati J.S in 1920.Later in 1948,Halcrow H.G.classified index insurance into many types,at first it mainly refers to the area yield insurance.After the theoretical research in 1990s,the pilot programs of weather index insurance were conducted around the world,especially in the developing countries.In theory,the shortcomings of the index insurance were covered and its optimal usage was accentuated in research.In practice,in view of a long period of development over the world,the practical experiences of index insurance were abundant.Therefore,this paper examines the development of index insurance over the world,points its advantages and the experiences,and finally puts forward its enlightenment to China based on its development in China.
