Fly ash management in India--a briefing paper on potential and review of regulatory measures on fly ash use in India
Fly ash is the second largest waste stream in India.A slew of legislative measures were taken over the past two decades however utilization remains 55 percent.Poor handling practices and dumping fly ash is creating huge pollution issues.This paper provides a brief on potential for fly ash use in India and reviews the regulatory measures taken till date by the government to promote use of fly ash.The paper suggests government to specifically initiate monitoring efforts at the large generators.Large generators must be given the onus of pushing fly ash use as they have the potential to create market drive.Demand and supply measures and mandatory regulations cannot potentially drive 100 percent utilization unless large generators focus driving a demand for ash as a commodity in the market by negotiating with construction sector.Natural drive to use fly ash by construction sector is not picking up in India since there is ample availability of construction material illegally mined at cheaper prices than fly ash.
