Introduction Prof.Ouyang Kang, Chair, Symposium on Global Governance and National Responsibility and Dean, Institute of State Governance, HUST and distinguished Ladies and Gentlemen, First and foremost let me thank Prof.Kang of the Huazhong University of Science and Technology (HUST) for inviting me to present a paper at this International Symposium on Green Development and Global Governance.I observe with much appreciation that the national strategy of the Peoples Republic of China is focused on the ecological civilization with the objective to build a resource serving and an environment friendly society and to achieve harmony between the humankind and nature.
