Village Planning in Rapidly Urbanizing Townships in China:Based on the Study of Guangzhou

  Spatial characteristics of rural areas are changing rapidly as the development of urbanization in China,giving rise to a variety of problems in countryside.Some of them result from institutional factors and need national innovation to settle,some others are caused by non-institutional factors and could be partly solved through serving targeted planning strategies.In this paper we try to illustrate the outline of village planning practices in China and indicate where it should go in the future.One targeted village planning requires taking the Chinese rural development model into consideration when drawing a plan.By analyzing stages of village development in China,we know that the inherent reasons resulted village dilemma is the complex governance model in rural China,a mixed model affected by government,gentry and market.Through summary and introspection of practices in Guangzhou,we find out how village planning has changed in Chinese context.Village planning answers for different requests in different age,but it fails to fulfill original goals because of neglecting village governance characteristics.Interaction within governance model is quite different,and it is related to spatial differentiation characteristics.After systematic documentation collection about realistic and historic state of the rural areas in Guangzhou,we make empirical analysis and illustrate the process under different policy,as a beneficial supplement to the traditional study that has been putting so much emphasis on the final output of planning.Then we find out that village planning should be implemented by stages,which calls for different contents and patterns that meet different age requests.As for Guangzhou,which is still in the rapid development of urbanization,apart from the infrastructure development done by government and village industry promoted by market,more emphasis should be put on how to draw up different planning strategy and policies for different kinds of rural areas; building the integration system of urban and rural planning could be expected by this way,which helps much for the cooperation of village self-construction and government guiding.
