Several Misunderstandings in Attracting Private Capital to Participate in Water Conservancy Projects

　　The design, construction and management of water conservancy projects have been relied mainly on government for a long time.The lack of mature operating experience in attracting private capital, and the unilateral cognition and understanding of the concept and connotation of PPP, have lead practical process into several misunderstandings, resulting in the water conservancy PPP projects difficult to land effectively.Combining with the practical cases, this paper analyzed four common misunderstandings during the process of attracting private capital to water conservancy projects.Relevant policy suggestions were proposed from aspects of transferring government functions, clarifying preferential measures, improving cooperation mechanism, and strengthening supervision and management.
