摘要：

1 Introduction The study aims to address two issues that are closely related: one is to extend metafrontier model with production functional form to the case with input-oriented distance functional form, which is more suitable to estimate efficiency levels of network industries, the other is to estimate the efficiency levels of Chinese urban water utilities using proposed technique.
