Working toward an enhanced and integrated performance-based regulatory regime for fire safety
This paper initially presents a summary review of experience with performance-based fire safety design around the globe.Specific reviews of countries with a more advanced regulatory regime for performance-based fire safety design are presented.Based on these reviews, several lessons are noted, and the needs for enhancing the regulatory regime for performance-based fire safety design around the globe are identified.Initiatives that have been completed or are ongoing to address these needs are discussed.The main need in the international market is to have international standards that can be consistently imple-mented with similar results, providing a stable regulatory regime.There is also a need for integrating performance-based regulations with the prescriptive regulations that currently exist.The paper presents an approach to achieve this goal.
