Performance management (PM) has emerged internationally as perhaps the most widely adopted initiative from the New Public Management (NPM) agenda of the 1980s and 1990s.Everywhere it raises the following issues: how do we measure performance, how do we judge, how do we reward? Also, vitally, how can we ensure PM is actually used to improve decision-making in the public sector?
