1.Introduction The enhancement of quality of public services becomes the main agenda of Indonesia”s decentralization policy.② However, after a decade of the implementation, the improvement on the basic public services which becomes the gate way to achieve the better welfare for local people is still unclear and no robust.The high quality of public services can only be seen in some regions as the best practices, yet in general the quality of services at the local level is still below people”s desire and inequality on these services still exists (Suwandi,2002;DSRP,2009).
