Social Security Administration and Institutional Framework in the Post-aprtheid South Africa:Pitfalls, Challenges and Innovations
1.Introduction The purpose of this paper is to critically assess the past, present and envisaged reforms pertaining to the administration of social security in South Africa.The paper discusses the drivers of good public administration reforms from a social security perspective ”e.g.courts of law (particularly the Constitutional Court of South Africa), policy makers and Non-Governmental Organisations (NGOs)”, success and failures of as well as lessons to be learnt from such reforms.While at it, the paper examines the advantages and disadvantages of each of the aforementioned catalysts of social security administration reforms in South Africa.It proceeds by analysing the importance of having constitutionally protected social security and pertinent rights and a specific chapter in the Constitution dealing with the public administration, particularly in a developing country context, as the basis for social security administration reform endeavours.Furthermore, the paper discusses lessons to be learnt by other developing countries from the South African social security administration reform experiences.
