Modeling Voluntary Compliance: The Roles of Service Satisfaction, Policy Knowledge, and Trust in Government
Enhancing trust in government via improved performance and transparency are central themes of the contemporary public administration reform agenda.However, little empirical work has examined whether this strategy may also facilitate an enhanced policy implementation context by increasing citizen”s willingness to comply with difficult policy choices.This study addresses this question empirically using survey data collected in 2011 from 884 citizens of Seoul, South Korea.The results of structural equation modeling suggest that both service satisfaction and knowledge of public policy enhance voluntary compliance, but that their effects are mediated by increased trust in government.This study makes a contribution to the public management literature by identifying a potentially important outcome of government performance and transparency and developing a theoretical model linking these constructs together.Both the theoretical and practical implications of this topic are discussed following a presentation of the empirical analysis.
