Introduction In accordance with the resolution of the Russian Federation Government of 17.03.2011 №175,the state program of the Russian Federation Accessible Environment was approved for 2011-2015.In accordance with objectives of the state program Accessible Environment for 2011-2015,conditions of unimpeded access to facilities and services of priority in the priority spheres of life of persons with disabilities and other low mobile population groups,as well as improving the mechanism for providing services in the field of rehabilitation.
