Ⅰ.Introduction Economic crisis of 2008-2009 substantially promoted overall awareness of urgent necessity to transform the contemporary system of global governance in general, international trading system in particular.According to the majority of opinions being expressed by the international academic community the crisis should be perceived as yet another impressive example of market failures.
