Study of Emergency Supplies Storage Strategy Based on Government-Enterprise Cooperative Game Model

  China is a disaster-prone country.To deal with different disasters, emergency supplies reserve has always been an important preparation before the disasters as well as the important premise of disaster relief.In order to determine reasonable and effective reserve strategy and storage level of emergency supplies reserve, the domestic and foreign scholars also propose that the government and enterprise cooperate to establish multi-strategy emergency supplies reserve model.The paper starts from game theory to carry out in-depth analysis on a variety of strategies that may be adopted by the two sides in the game process according to the ownership of the goods, and different reserve modes and processing modes.On this basis, in order to promote the choices of the government based on different target (such as: reserve cost, response time of relief, default risk and etc.), the paper, based on multiple attribute decision making (MADM), processes from seven attributes such as storage level, the risk of default, response speed and etc.Then we use the analytic hierarchy process (AHP) to determine the weight of attributes and grey relational analysis to process data.Finally, the technique for order preference by similarity to ideal solution (TOPSIS) method is used to sort the strategies and find the optimal strategy, which provides a theoretical basis for the government to further optimize the reserve system.
