This paper will discuss the reasonsbehind the opening and closing of the consulate and review main highlights of itsactivities which shaped the future of U.S.-Mongolian relations for decades.Opening of Kalgan Consulate，Many calculations go into the decision of governments to openposts in international locales and to establish diplomatic diplomaticrelations.Scholars generally concentrate on the political,security,or economic factorsthat go into such decisions,yet the picture is more complicated.One of the important early figures to influence American-Mongolian relationswas not at that time an American citizen at all but a Swedish missionary,adventurer,businessman,(1870-1957).
