Research on the Low-Rent Housing Guarantee System for the Lowest-Income Families: A Case from Beijing
The low-rent housing guarantee system is an essential way to solve the basic housing need for the lowest-income families in urban areas.Since 1998, most large-scale and middle-scale cities in China have set up this system.In August 2001, the municipal government of Beijing promulgated a notification titled ”The Tentative Management Arrangements of Low-Rent Housing in Beijing” which marked the beginning of low-rent housing guarantee system in the city.This paper not only reviews the development, introduces the basic framework and current situation of the low-rent housing guarantee system in Beijing,but also makes several specific surveys and analyzes the problems of this system.The conclusion of this paper is that the municipal government of Beijing should further extend the range of targeted groups and provide more specific guarantee methods according to different housing need.
