An Empirical Analysis on the Coexistence of Shortage and Employment Difficulties of Migrant Worker: Based on the Beveridge Curve

  Since 2010 there has emerged a shortage of migrant workers in Yangtze River delta, Pearl River delta and other interior areas in China.Meanwhile, strong labor demands and high job vacancies did not result a lower unemployment rate accordingly.The Beveridge curve, the scatter plot of unemployment rates versus vacancy rates, is often used to explore and explain the state of the labor market.Starting with a simple analysis in the location of the Beveridge curve, this paper proceeds to explain how job searching and matching process, as well as changes of labor force are responsible for shifts in the Beveridge curve and finally result in the coexistence of unemployed migrant workers and job vacancies in China.Policy implications are given in the last section.
