How does China accelerate its green development? The policy-driving of China”s Five-Year Plans (1990-2020)

  At the end of 2009 the Chinese central government announced the target of reducing carbon intensity by 2020.Beginning in 2011, China is going to launch its 12th Five-Year Plan (2011-2015).To meet with the world”s need and benefit itself, China should peak its emission as early as possible.In this study, To evaluate the environmental performance of China”s past several Five-Year plans and the contributions of different sectors, the data envelop analysis (DEA) and logarithmic mean Divisia decomposition index (LMDI) have been applied.We found that improving the industrial structure and energy structure and enhancing the energy efficiency are indeed important, but the key point is to change the development concept and lower the GDP growth rate by withdrawing the ”Worship of GDP”.by taking the current official ”carbon intensity reduction” plan as the basic track, we add several ”acceleration actions” upon it in the course of the next two Five-Year plans (2011-2020) to make up a new roadmap for China to follow in order for it to peak its carbon emission by 2020.
