Kyoto protocol as a counteraction instrument to the threat of the atmosphere ozone layer is now under the big criticism.There is no unity among the world society in the relation to the Frame agreement.The USA,China,India,and till the last time,Australia,using nearly 70％％ of the consumed coal in the world more than the third part of the oil and gas ignore the principles of this international agreement.
