日本的体育管理

Traditionally in Japan,sport was recognised as physical education and often practised based on thehierarchical relationship betweenteacher and student. Thus, human rights continued to be widely restricted asoften nobody could voice their opinions and few instances of human rights violations in sports wereunmasked.However, over the past ten years or so, together with an improvement in players” awareness of theirrights, the realisation of `good governance in sport”by the players has been increasing. It was in amongst allthis that Japan in 2011 enacted the BAS, the first law to stipulate sports rights” as human rights. The BASplaces the duty on sports associations in Article 5(2) which reads ”Sports associations shall, for the purposeof appropriately carrying out work to promote sports, endeavour to ensure transparency in such work as wellas establishing standards in relation to the said work activities which the sports associations themselves muststrictly observe”.
