Developed Countries” and Areas” Experience on the Establishment of Residence Earthquake Insurance Fund and Enlightenment to China
Since 2008 Wenchuan Earthquake,the State Council and China Insurance Regulatory Commission(CIRC) organized different group to study on how to establish China” Residence Earthquake Insurance Fund.But 6 years passed,we still did not establish this Fund though a lot research had been done on it.USA,Japan and Taiwan area are developed countries and area which have established such fund.Their Residence Earthquake Fund operates on different model.To learn from such countries and areas and discuss enlightenment to China plays an important role China”s Residence Earthquake Insurance Fund”s establishment and operation.We might get following opinion.First,the establishment of Residence Earthquake Insurance Fund should be the cooperation result of government and insurers.Second,government previously support would be necessity.Third,reasonable assessment of loss is the core of successful operation of Residence Earthquake Insurance Fund.Residence Earthquake Insurance Fund should give priority to provide basic residence earthquake insurance products.Each family can just get 1 policy.Fifth,efficiency operation of Residence Earthquake Insurance Fund can not lack of corresponding supporting measures.
