Capacity Building Programs for Community Based Project Development in Japan
The aim of this paper is to explore the effective capacity building program for community based renewable energy project development in Japan.After enforcement of Feed-in Tariff in 2012,the number of renewable energy project has steadily increased.On the one hand,the majority of such projects are developed and owned by big companies with headquarter in big cities,and on the other hand,many people have taken community power initiatives and movement has emerged around the country.However,because renewable energy projects development is knowledge intensive work,community power challengers often face the knowledge access problem.Responding to this social demand,several capacity building programs have opened in 2013.Institute for Sustainable Energy Policies developed a program called “ISEP Energy Academy”,and total 21 participants attended in 2013.Through the comprehensive lectures and work with long-term perspective,some participants started serious project planning and other participants started to organize community groups.The brief review of the capacity building programs show that there are some common purpose and approach,and also some differences.Both capacity building programs and participants” initiatives are still premature,therefore explorative and reflective approach should be embedded in the capacity building programs.
