Study on Fiscal Policies to Promote Consumption Rate in China
The sudden international financial crisis in 2008 emphasizes the very importance of domestic consumption demand, and reminds us to focus on the low and falling consumption rate in China.Long-terms structural imbalance between consumption and investment not only resulted in the growth of living standards falling behind the rapid economic growth, but also intensified the problem of excess productive capacity and the fluctuations of economy.This paper analyzes reasons attribute to the decline of consumption rate from the relative low growth rate of income, the ever-increasing income distribution gap, imperfection of the social security system, inadequate supply of public goods.It also puts forward fiscal measures to promote our consumption rate, which include adjusting the size and structure of government taxation and expenditures, reforming national income distribution pattern, improving the environment of consumption.
