Near-miss Management and its Application in Long-distance Pipeline
Near-miss is the suspension state of the accident evolution.The research on near- miss can effectively prevent and control the approaching accidents.Confronted with the situations of neglect,blocked report and enormous quantity,the coping measures including the duty- exemption reporting,anonymous reporting and near- miss database are put forward.Subsequently,the risk matrix and report management process are given for long- distance pipeline near- misses.The study has shown that the near- miss management is an indispensable part of the risk management system.Enhancement of the near–miss management is conductive to lower the accident risk level.Long-distance pipeline near- miss prevention methods are listed,which can improve the of risk assessment efficiency and emergency response capabilities of the pipeline.
