Government Intervention and Empowerment Process:Citizen Involvement in 2010 Shanghai World Expo

  The evolution of theory and practice in public administration has increased pressure on citizen involvement in multi-forms.As a mega-project, the Shanghai Expo highlights the citizen involvement both as a publicity idea and a pragmatic approach to obtain resources and supports from citizens.Due to the lack of participatory democratic tradition, Shanghai municipality aims to promote citizen involvement in a short time through specific social projects.From consumerism to collaborative governance, the paper draws on evolutionary role of citizen within various forms of citizen involvement, and suggests the empowerment as a crucial perspective in the promotion of citizenship.Based on reframed evaluation criteria, three projects in the Shanghai Expo are analyzed as case studies for the empower process in citizen involvement.At the end, the study offers some reflections on the current statues of citizen involvement and puts forward suggestions about the post-Expo governance in Shanghai.
