A quantitative approach to site selection in urban renewal areas:Hong Kong as a Case Study
Urban renewal is a hot topic in many developed countries or regions. How to redevelop a piece of land with an appropriate use which is compatible with current land utilization in the surrounding area is a big puzzle encountered by urban planners. This paper proposes a GIS-based approach which can quantitatively assess land-use suitability for site selection in urban renewal areas.Specifically, this approach consists of a model for land-use suitability analysis and a land information database affiliated by providing required data and information for the suitability analysis. In addition, five types of land use are considered in this model: residential, commercial, industrial, G/IC (government, institution or community) and open space.Research methods such as expert interview, focus group meeting and case study are applied to this approach development, and several advanced techniques or tools such as GIS data processing and spatial analysis, multi-criterion analysis, AHP method are used for building this model and database. As demonstrated in the case study, planners can be assisted in making decisions for rezoning and the planning process can be supported by using this approach to assessing urban land-use suitability for site redevelopment.
