The peer review and academic journals are the inevitable outcome of scientific development.The paper sorts out and explores to the past domestic and foreign peer-reviewed system and the operating models,and discusses the reasonable construction of the peer-reviewed system,model and evaluation criteria.The aim is to ensure the impartiality of the academic council,spread rapidly and use information resources,and further promote to enhance the overall level of academic journals.
