Statistical Analysis of the Patents with the U.S.Government Interest
The article statistically analyzes the patents resulting from the research projects with the U.S.government support.Through retrieving patent with the U.S.government interest, it got total 5352 patents granted by the U.S.Patent and Trademark Office in 2011.The study focuses on statistical analysis of these patents, investigates which government agencies sponsored and which research institutes was sponsored, as well as the fields of these patented inventions.From the results of data processing and analyzing, the main findings can be drawn.(1) There are a great amounts of patents resulting firom the researches with U.S.government support awarded/sponsored by the Department of Defense (including DARPA, the Army, the Air Force, and the Navy), NIH, the Department of Energy, NSF, NASA, etc.(2) Most basic and original innovations supported by U.S.government were patented.And these patents mainly related to the fields of medicine, biology, chemistry, electronics and information technology.It is shown that U.S.government funded largely in the national defense and people”s health, and generated a lot of patents resulting from the researches.(3) The U.S.government have supported most for universities, corporations and research institutes in accordance with the competition.These sponsored institutes make great efforts to patent their inventions in support of national policies and laws, especially encouraged by Bayh-Dole Act.It means that the most funded research findings could be transform into potential applications in the marketplace.The country”s investment in research should be truly commercialize and generate economic profits, and in the end benefit the whole society.(4) There are more than 20% patents with the government interest were obtained by American universities, and universities would license it to industry in response to financial incentives.So it is shown that the funding-inventing-commercializing procedure mapping the government-university-industry triple-helix model.The tmiversity plays the core role in the model and has the most capacity for changing science findings into technology innovation, accelerated the development of industry.In the article, American intellectual property law and policy elements for greatly increasing the number of the patents with the government interest are introduced and analyzed.
