Eco-budget study of Chinese main functional areas
To promote the construction of ecological civilization and the development of main functional areas in China,for the main functional areas restricted development and prohibited development commitment to ecological and environmental protection and the loss of economic development opportunities,the government hold to strengthen the main functional areas for public services and the ecological environment compensation financial transfer payment,and make local residents to enjoy the equalization of basic public services.But how to build for the main functional areas of ecological compensation mechanism,how to use this part of the funds,and all levels of government has not yet made specific plans.This article about restricted and protection in the area of foreign economic class area of ecological compensation system,and learn from foreign ecological budget-related theory and experience,it is recommended that the main functional areas in China to implement eco-budget management,ecological transfer payments and ecological compensation funds included in the ecology of the main functional areas budget management areas.
