Health Reform, Labor Market Restructuring, and the Political Economy of China in the Hu-Wen Decade
Health reform frequently hits the news headlines over the Hu-Wen decade.It is often cited as an example of the leadership’s prime commitment to improving social well-being aside from GDP growth.But,as this paper maps out,health reform is,in the first place,an instrument of the leadership to fulfill other commitments—the commitments to political stability and economic reforms—that they deem more imperative.In particular,health reform has been primarily used to facilitate further economic restructuring,including privatization and labor market deregulation.As such,health reform measures have not been far enough to deliver substantive progress in health outcomes.Moreover,persistent enthusiasm for neoliberal solutions may run counter to the goal of improving population health and social welfare.
