　　The unsmooth dual referral hinders the effective operation of China”s medical system.Taiwan and Singapore have designed sound system for dual referral and had success practice.This paper researches the factors influencing China”s dual referral, and refers to the mature experience of dual referral of Taiwan and Singapore, and put forward some proposals for China”s dual referral issues.
